Adam's ongoing attempt at balancing vanilla 1936 campaign







1. Resource Trading



1.1 The game will be paused and the Axis will trade, on January 3, 1936.

1.2 The Allies and USSR may trade after the Axis has finished trading and the game has started running.

1.3 The Allies and USSR may not offer other nations trade agreements for rare materials.

1.4 Players may accept any trade offered by an AI nation(including the trade of rare materials).

1.5 After the Allies are at war with Axis, Allies are allowed to initiate trade deals with USA at 50%.

1.6 After USSR is in war with Axis, USSR is allowed to initiate trades with USA at 70%.

1.7 No offering of trade agreements from major alliances minor allies for supplies

1.8 USA is not to offer trade deals to the USSR, they are to be offered to the player by the USSR.



2. Diplomacy


2.1 No DOW until Danzing Event, exception made for event wars

2.2 Couping of player controlled and AI controlled countries is forbidden.

2.3 No Alliances of any kind other than historic will be made, except in the event of them being brought into the war by one of the axis powers via DOW. Or in the case of Spain.

2.4 Republican Spain or Nationalist Spain can't be influenced or become allies with a human player until Vichy event.

2.5 Japan may not elect to war with the soviet union until germans have declared war.

2.6 No guaranteeing independence of countries allowed(Italy may guarantee Albania as I feel it helps them, I would prefer italy be able to ally axis after ethiopian annex, but most people complain, and my favorite country is the UK and it's who I regularly play. so ok whatever gimp them more :P, if italians allied after ethiopia I would then demand a very fast albania annex(tps waiting in water with divs. pausing 0:00 march 25 then moving instantly there. pausing again before the day you land is over and annexing.))



3. Events

3.1 Game will be saved prior to Anschluss, Munich Treaty and End of Czechoslovakia. Should the Event go unhistorical, the German player may ask for a rehost of prior save.

3.2 If the Czechs refuse to cede the provinces, then Germany may declare war on Czechoslovakia.

3.3 USSR must accept and honor the Molotov-Ribbentrop Pact.

3.4 The Unholy Alliance may not be offered.

3.5 Germany must choose to declare war on Poland in the Danzig Event.

3.6 USSR must accept Bitter Peace if offered.



4. Axis


4.1 Italy can join axis as soon as albania is annexed march 25, 1939

4.2 Japan may not join Axis or DOW before January 1, 1941, unless USA is already at war

4.3 Axis may not ally historic minors until after the vichy event, exception made in the case of Hungary and Czech event. Finland may not to be allied until Jan 1, 1941.(this is because USSR may not annex or puppet them.)

4.4 Germany must take Kolding when invading Denmark

4.5 Germany, Italy, and Japan may trade with any nation at any percent, including the USA(ie: usa wants to fuel 100 supplies to japan or germany, they can...:P) players should play their own countries, while sharing supplies is always a nice option to have available, there is more than one peson playing, so no one nation should be sending most of their production IC away with supply or money.

4.6 Germany may not DOW the soviet union until june 1, 1941.(I will add this to enhance strategies: Germany may agree to the MR-pact, then take poland's vps and then warsaw for a quick full annex. if such player does this USSR may DoW germany Jan. 1 1941. if such player goes even further and DoW's any one of the following latvia, estonia, lith, or finland USSR may immediately declare war. Germans may not DoW USSR period until june 1941.)

4.7 Japan may choose to never join the axis, they may ally the Soviet Union after Jan. 1 1945.(on the sole condition that USSR is at war with the allied powers.)



5. USA allowed to join Allies or DOW Axis:


5.1 January 1, 1942

5.2 2 months after Japan is in war with the Allies or USSR.

5.3 1 week after UK has been invaded and all home isle provs have been taken.

5.4 Immediately after any Declaration of War of a South or North American country, Canada excluded..

5.5 Immediately after any 2 key USSR cities (Leningrad, Moscow, Stalingrad) are surrounded for 2 weeks or taken.

5.6 USA will not be edited into the war for any of these instances except 5.3 and 5.4. You should have cared more about what was going on in europe and asia than making those hawk slides for faster defensive production :P.



6. USSR and the MR-Pact


6.1 USSR must accept and honor the Molotov-Ribbentrop Pact.

6.2 USSR can DOW Germany after June 1, 1941 (if M-R Full Pact is signed).

6.3 USSR can DOW Germany after January 1, 1941 (if M-R Limited Pact is signed).

6.4 USSR can DOW Germany anytime (if M-R Pact is NOT signed).

6.5 USSR cannot dow any country except Latvia, Lith, and estonia. Finland via event, ended via event(no continuations).



7. General


7.1 No use of any exploits or cheating of any kind(this includes using lag for espionage).

7.2 No 'phoney-wars'. Wars declared should be fought to a peace or annexation (ie. no eternal wars with Ethiopia as Italy or a Chinese warlord as Japan).

7.3 No stationing of Land Forces (Infantry, Armor, Marines, etc.), Air Force or Navy on other allied countries prewar to save supplies or get an early advantage

7.4 No more than 24 divisions may garrison an urban capital.

7.5 No more than 12 divisions may conduct an amphibious invasion from transports. Divisions committed to the battle by other means do not count against the 12-division limit.

7.7 No redeployment of units about to be encircled/outflanked or off the frontline bordering a nation with which you are at war.

7.8 No disbanding of units about to be destroyed

7.9 Divisions can be traded for between nations that are allied only

7.10 I expect that since you are playing a game with a rule sheet this long, that you will be wanting a game that is fair. We use the honor system, I will not cheat or break the rules and you shouldn't either. good gaming

7.11 Game would like to be rotated upon completion so all players will get a chance to play both axis and allies and to get a more complete picture of which was the better team.

7.12 I am really trying to make the absolute perfect ruleset for vanilla and making it balanced. If you happen to be playing a game I am hosting or are just in general viewing this and have a few comments or possible changes, post a thread on either hoiplayers or paradox multiplayer thread and we can discuss how one of these rules throws off balance. or maybe some type of exploit. maybe something something I have missed and you can bring to my attention.
